This retailer has dual rear wheels, turnable/steerable front wheels, and rubber tires. The swivels behind the cab. The blade drops for grading and can be clipped up when not grading. It comes with a bit of dirt and dust. It's been used, played with, and loved. It's scratched and worn. Overall, it's in fair to good previously owned vintage condition.
