Artist is Kuhler (can find little information, believe to be German)
Bottom left: Stettin Hafen (German: the Czechoslovak Zone in the Port of Stettin) now known as Port of Szczecin by the Treaty of Versailles (now Polish seaport)
Bottom right: Artist Kuhlen (original signature)

The detail on this etching is stunning. You need nothing more than a narrow black frame to show this off.
