Retailer Unique Blue Steamboat Painting

retailer I've never seen a painting like this before. It's actually a reverse painting on plastic that is laid over a background and then framed in a good quality frame. The steamboat is figurative and painted in a sky or robins egg blue. Funky and a great color pop. Nicely framed , needs new hanging mechanism.

Measures 21" x 17" , including the frame.
