Retailer Set of 2 metal swans ~ painted steel? heavy!! ~ painted swan ~ swimming ~ knickknack figurines collectible bird

I believe these are out of steel but I am not 100% sure.
Combined they weigh 6 pounds 3.5 ounces

please look at the last picture for a close-up. Seems to be painted black but the silver Color is showing due to chipping of the paint and there is some retailer rust.
