Carnival Bulls retailer Eye Black and White Striped Mini Top Hat - Made to Order

This is a carnival bulls eye black and white striped mini top hat designed and handmade by me. It is made of a black cotton fabric molded to a handmade thick poly interfacing hat form with white braid trim stripes. The front of the hat is embellished with red and yellow felt bulls eye and a black double face satin ribbon bow. It secures to the head with a black elastic hat band that goes behind the head and underneath the hair.
