I LOVE this mermaid outfit. It has a top that covers the chest and ties around the neck line. The skirt part is fully covered to the knees and looks more like a net on the bottom that turns into a mermaids fin tutu. This tutu has a variety of shells and plastic ocean plants to dress it up. Keep in mind all our our tutus are made with love, but may look slightly different then the picture above (due to placement of shells etc). But it will look just as adorable!:)
