This is a unique item. This is a handheld "mood brightener" or maybe a camping tool. It features a sundial, compass and level. The instruction booklet explains how to use the three items to accurately or generally tell time. The octagon shape is 3 inches across on the retailer flat sides. It is an interesting collectible.

I wasn't able to find a date for this item but the packaging looks to me to come from the 70's give or take.
