Vintage retailer Silver Cat Talc Powder Dispenser – Portugal – Cazenovia ?

retailer Up for sale is a vintage silver cat dispenser. I think it is silver plate, but it is not marked. I don't know the base metal. It is stamped on the base Portugal. I think it is made by Cazenovia based on similar items found listed online. It measures about 4.25” tall. I think it was intended to be a baby talc shaker but I think you can use it for other things such as sugar or toothpicks ?
