Antique Steel Pie retailer Crimpers, Jaggers, Sold Separately

This is a group of four late 19th c. steel pastry jaggers, used to cut strips of pastry to top pies. They are sold separately. Each has a jagged wheel and decorated shaft with various tools at the other end. I retailer am unsure what they were used for. Each has an aged surface with slight oxidation and each measure roughly 7" long. They can be identified by the first photo, counting from left to right.
